Going from memory and just some quick research, there would be a configuration on their end that could push settings such as corporate Wifi, pre-configured email, password policy, icloud allow/disallow, app restrictions, file vault enable w/ corporate key, remote lock, remote wipe, location, pre configured network and vpn settings. (Depending on how they reply could also give you an idea as to whether it should have been sold, without you having to call Salesforce IT and finding out it wasn't supposed to be on ebay)
Its possible you bought it from someone who was allowed to sell it and they plain forgot to have it removed beforehand.
If you still have contact with the seller (or can through eBay), I'd recommend contacting them and asking them to remove the device from the DEP portal.
